The National Council on Rehabilitation and Special Education is recognized as the leading public body and articulate public policy on disability and monitors observance of the law on human rights of persons with disabilities.

To achieve its objectives, have a philosophical framework to date and a binding legal framework and a dynamic technical and administrative structure, which can meet the criteria of quality and timeliness of the processes of change in the context
